Sponsors receive fair, transparent pricing at or below market rates, while a portion of Principled’s margin is reinvested to support community-facing work.

Who we are
Scott Milligan, PhD
Managing Director
Scott Milligan brings 25 years of healthcare data research experience to Principled, spanning epidemiology, health economics and outcomes research, clinical effectiveness, value-based care, and treatment pathways across virtually every therapeutic area. He has worked extensively with data from electronic medical records, claims, specialty pharmacies, registries, and primary research sources, and is a published author and co-author of more than 20 peer-reviewed manuscripts and over 100 conference abstracts.
Prior to founding Principled, Scott led analytics teams at Trio Health for more than a decade, directing the design and execution of hundreds of observational and prospective studies predominantly for Medical Affairs teams within large and mid-sized pharmaceutical companies.
His volunteer work spans more than a dozen rare disease patient advocacy organizations across oncology, immunology, neurology, and metabolic disorders, directly shaping the community-centered model that defines how Principled operates.
Scott holds a PhD in Biological Sciences from the University of Notre Dame and completed his postdoctoral fellowship at Dana-Farber Cancer Institute and Harvard Medical School.
Michael Phipps
Managed Care Advisor
With 30+ years of leadership in Medicaid, Medicare, and Commercial Benefits carriers, Phipps brings a unique clinician turned-insurance executive perspective. He's participated in the launch of two health plans and built analytics teams for Fortune 50s and startups. His dedication to social impact is evidenced via his support of foundations fighting homelessness, domestic violence, and health inequity.
Andrew Frick
Biostatistician Advisor
Frick's background spans statistics, mathematics, and economics, applied across clinical research as a statistician, observational study design and execution as a senior research analyst, and population-level public health surveillance in his current role as Supervising Epidemiologist. Since 1999, he has volunteered with the La Mirada Volunteer Center Holiday Food and Toy Drive, supporting families in need in his community.
Henry Rozario
Analytics & Data Advisor
Rozario has led Infodat's data analytics practice for more than 15 years, overseeing healthcare data integration and analytics across provider, payer, and pharma clients. His work spans EMR, claims, payer, and pharmacy data systems, supporting HEOR studies, revenue cycle management, value-based care analytics, and clinical performance reporting.
